A low-lying island, Swindler’s separation from the mainland has left it rather casual regarding the laws of the country. Folk are independent and rebellious, and often turn away from the honest pursuits of oyster fishing or vegetable growing to take a turn at smuggling. Karrakel is quite popular, and the “Thieves’ Festival” is held yearly to celebrate his devious influence. The small but distinctive capital of Swinndler is Broth Harbour - its winding streets, maze of walls, and well defended harbour have deflected many attacks from the sea.
